Paris is a city with a lot to offer; it's got the food, it's got the wine, it's got the history. As with all modern cities, Paris has an excellent network of roads, railways and metro systems. Now, this isn't to say that Paris is the easiest place to travel around - those who have driven round the Arc de Triomphe can attest to this - but getting off the tourist trail and exploring a destination at your own free will is often the best way of doing things.

This said, the bus network is an ideal way to see the city from a local's perspective - it will also encourage you to see the 'real' Paris and not head straight for the major sights of the Louvre and the Eiffel Tower.
If you want to get away for short breaks to Paris then it's cheaper than you might think and all the more worth it when you see the city from the local level up - so Vespa or not, get Paris-bound!
